The Regulatory Craft: Controlling Risks, Solving Problems, and Managing Compliance, by Malcolm K. Sparrow

The Regulatory Craft tackles one of the most pressing public policy issues of our time—the reform of regulatory and enforcement practice. Malcolm K. Sparrow shows how the vogue prescriptions for reform (centered on concepts of customer service and process improvement) fail to take account of the distinctive character of regulatory responsibilities—which involve the delivery of obligations rather than just services. In order to construct more balanced prescriptions for reform, Sparrow invites us to reconsider the central purpose of social regulation—the abatement or control of risks to society. He recounts the experiences of pioneering agencies that have confronted the risk-control challenge directly, developing operational capacities for specifying risk-concentrations, problem areas, or patterns of noncompliance, and then designing interventions tailored to each problem. At the heart of a new regulatory craftsmanship, according to Sparrow, lies the central notion, "pick important problems and fix them." This beguilingly simple idea turns out to present enormously complex implementation challenges and carries with it profound consequences for the way regulators organize their work, manage their discretion, and report their performance. Although the book is primarily aimed at regulatory and law-enforcement practitioners, it will also be invaluable for legislators, overseers, and others who care about the nature and quality of regulatory practice, and who want to know what kind of performance to demand from regulators and how it might be delivered. It stresses the enormous benefit to society that might accrue from development of the risk-control art as a core professional skill for regulators.

Review

"In this volume (Sparrow) offers a fresh perspective on regulatory reform.... Sparrow's approach to regulation and enforcement is designed to satisfy the 'bean counters' and those genuinely interested in achieving results in public programs.... useful for readers concerned about bureaucratic discretion and accountability and those interested in improving government performance in other kinds of agencies and in other countries. The message is important, and it is well delivered." —William L. Waugh Jr., Georgia State University, Perspectives on Political Science, 12/1/2001

"Every member of the Bar Association, as well as every government enforcement attorney, inspector and program manage should read this book." — NTSB newsletter

"Malcolm Sparrow presents a positive, almost affectionate, portrayal of regulation and the beleaguered administrators charged with its implementation.... scholars and practitioners alike should find this book provocative, insightful, and perhaps even inspiring." —Thomas W. Church, State University of New York in Albany, American Political Science Review, Vol. 95, No. 3, 9/1/2001

Excellent Resource for Compliance Professionals
By Laurel Heacock
Excellent resource for changing the regulatory enforcement paradigm from mindless zero defects to risk-based analysis of what enforcement should be about - reducing the risk the regulations were intended to address. Too many people working in the compliance field walk in with the perspective that they are policing - when instead the focus should be on effective reduction of risk - by addressing the leading indicators of risk. After 30 years in the regulatory compliance field, this is still my "go-to" for helping new professionals gain a useful, pro-active perspective on what their role should be, as well as how best to accomplish legitimate compliance goals....

Helped me Better Understand Regulation and its Importance in our Society
By E. Charles
The book was informative and helped me with class. Some of Sparrow's theoretical explanations required more clarity and less verbosity.

I would recommend it as a textbook.

Bethany and Erin: two halves of a whole
By Kathy Gates author
The saga continues: Princess Bethany is back in the bosom of her family. They don't know the extent of her struggles to make it home and they certainly don't know that the companion of her struggles was Sir Erin Caldry. Now, in her place of safety, Bethany feels the absence of Erin keenly. For his part, Erin pines for the Princess but believes that she, in resuming her rightful place in the royal family of Dothan, has no need for him. Still, he is drawn back to her side like a moth to a flame; and not a moment too soon - Dothan is about to face a great challenge - Wolfric has marshalled his troops to invade the beleaguered kingdom.

Meeting up with Bethany and Erin again felt like a guilty pleasure. These two wonderfully drawn characters compliment each other so well that I was relieved when they were reunited. Alone is the final chapter in the trilogy of the Dothan Chronicles - it is a captivating read thanks to the interaction between the two main characters.

A great ending to the series
By Amazon Customer
“Alone” is a perfect ending to a great series, which I didn’t want to end! I really wish there were more books in the Dothan Chronicles as I got so attached to the characters. Princess Bethany’s character development was simply brilliant throughout all three books, as she evolved from an abused slave to a warrior and later – a true leader of her people. Despite multiple obstacles on her way she didn’t let anyone or anything break her spirit, and my respect for her only deepened because of that.
The plot was probably the most fast-moving out of all three novels, and multiple threats from the former foes that Bethany and Sir Caldry had to face endangered not only them, but the whole country.
Bethany’s cold thinking when everyone else around seemed to lose their ability to reflect rationally proved her to not only be an admirable leader, but a compassionate and caring woman, who was ready to sacrifice herself for the sake of others.
A great ending to the series which I enjoyed immensely.

Great series
By Jalpa Pandya
I’ve been waiting to read this final book of the series. I couldn’t wait to find out what happened to these amazing characters. Let me say that it was a great ending to an awesome series.

In this book, Princess Bethany has reached her kingdom and is trying to settle back into her old life. She realizes very quickly that she’s a different person. I loved watching her grow up into a strong, courageous woman throughout the series.

I can’t say enough about our scarred knife. He was very much the hero he was made out to be in the previous books. I’m not going to say much more and give away any spoilers. But let me tell you, you won’t be disappointed.

I highly recommend this series. It has a bit of everything, from action, suspense, romance. Thank you, Miss Dufour for writing this amazing series!

Oldie but Goodie
By Stephen E. Kissling
Just what I needed - a how-to book that can stay in the shop next to my lathe. The cover is rubberized and should be easy to keep smudge-free. The writing style is typical pre-war American - every reader must be a young man starting his apprenticeship in the machine-shop trade, and therefore will benefit from helpful guidance in the areas of workplace neatness, respect for authority, comportment, and hygiene. All that aside, it provides an easy to comprehend picture of what a lathe is all about and how to bring out its capabilities. I'm an old man just starting out my golden years with a 1966 Mori Seiki engine lathe, and with no prior machine shop knowledge I should be able to do well with this book showing the way.

Great, reasonably priced reprint of a classic!
By Rick Rose
With an inexpensive reprint like this available, I see no reason to read the darned thing as a .pdf on my computer. Much more enjoyable this way, and it is also easier to carry out to the lathe when I feel like it. I only wish someone offered a similar-quality, similarly-priced reprint of the Atlas Manual of Lathe Operations. Kudos to Martino Publishing.

Tons Of Information, Well Written, & Drool-Inspiring!
By SomeGeekyGirl
It's rare for me to get so into a cookbook, but this was so enjoyable, easy to read, and truly interesting. Most cookbooks I simply flip through in order to get new ideas and modify my own recipes, but this book actually taught me a lot of things I didn't know before reading it. This book has a wealth of knowledge about chocolate making -- different types of ingredients, where to find them and how to use them, equipment you will need and substitutions you can use, etc. The pictures are stunning and drool-inspiring. If you're curious about chocolate making or looking to begin making your own, this book is where to begin.

Royal Assassin (The Farseer Trilogy, Book 2), by Robin Hobb

Fitz has survived his first hazardous mission as king’s assassin, but is left little more than a cripple. Battered and bitter, he vows to abandon his oath to King Shrewd, remaining in the distant mountains. But love and events of terrible urgency draw him back to the court at Buckkeep, and into the deadly intrigues of the royal family.

Renewing their vicious attacks on the coast, the Red-Ship Raiders leave burned-out villages and demented victims in their wake. The kingdom is also under assault from within, as treachery threatens the throne of the ailing king. In this time of great danger, the fate of the kingdom may rest in Fitz’s hands—and his role in its salvation may require the ultimate sacrifice.

From Publishers Weekly
Continuing in the tradition of her first book (Assassin's Apprentice) Hobb propels the Farseer saga into its second installment with irresistible plotting and memorable characters. Fitz is a trained assassin in the service of King Shrewd and also the king's illegitimate grandson. He is sworn to protect heir to the throne Prince Verity and Verity's new bride, but his task is complicated by an invasion of vicious barbarians who turn helpless captives into zombie-like Forged Ones. The home front is no safer, with an ailing King and usurpers to the throne waiting in the wings. Romance, sibling rivalry, battlefield exploits, betrayal, political intrigue and telepathic magic insure that there's never a dull moment in the Kingdom of the Six Duchies. Through deft description and characterizations, Hobb manages to create a kingdom that looks like a fairy tale but feels like the real world?which makes it almost impossible not to become immersed in Hobb's fantasy epic. The ending clamors for a sequel-and hopefully sooner, than later.

From Kirkus Reviews
Second entry in Hobb's fantasy series about the Six Duchies and their Farseer kings (Assassin's Apprentice, 1995). At Buckkeep, King Shrewd lies dying, attended only the by the faithful, enigmatic Fool; King in Waiting Verity spends all his time Skilling to befuddle and bemuse the dreaded Red Ship Raiders, while his beautiful, neglected wife, Kettricken, wanders disconsolately. Young FitzChivalry, still ailing after his previous mission, tries to serve both Shrewd and Verity while seeking ways to frustrate the vaulting ambitions of Shrewd's youngest son, the viperous Prince Regal. Shrewd, meantime, has forbidden poor Fitz to marry his beloved Molly, a commoner. Fitz also possesses the Wit, an ability to talk to and empathize with animals, and he bonds with a young wolf he rescues from cruel captivity. Verity builds his own warships, but still can't defeat the Raiders--and the weaker Verity grows, the more the people listen to Regal's treacherous murmurings. Finally, Verity goes into the mountains seeking the Elderlings, a godlike race that helped a previous Farseer king to defeat the Raiders, leaving Fitz to protect Kettricken and Shrewd. Another spellbinding installment, built of patient detail, believable characters, and mature plotting--though, at an unwarranted 608 pages, there are ominous signs that Hobb's beginning to lose control of her narrative. -- Copyright ©1996, Kirkus Associates, LP. By Far One of My Favorites
By Curious and Cozy
This is about the 5th time I've bought this book series. The first set I bought as hardcovers in a book of the month club years ago. I've then bought several copies that were digital (which unfortunately the systems are now obsolete that they are on) and one set as a gift. This most recent set I purchased to read aloud to my son and husband.

This series really has something for everyone in it. You don't have to be a big fan of medieval settings to love the plot line. While here and there it is predictable, much will come as a surprise. These books will literally run the gamut of emotions from making you laugh to bringing a tear to your eye. Some characters you will love so much that you hold your breath, while others you hate so much that you're mentally inventing ways to be rid of them through your time with them.

The story follows Fitzchivalry Farseer. While you'll enjoy Fitz, the other characters in the book are just as rich and full. It's from a first person perspective. I love the author's style in that she makes histories and backgrounds easy to read by peppering the book with them in short little bursts at the beginning of each chapter, rather than making your read a long, boring prologue.

This is not your typical "assassin" book set.

Robin Hobb's gift in building her stories is literally amazing.
By Judge Tabor
In this second book of the Farseer Trilogy, Fitz grows up under the continued tutelage of Chade, the King's Assassin, and Burrich, the King's stablemaster, although he and Burrich eventually come to a parting of the ways over Fitz's continued use of the Wit. Fitz's and Molly's relationship changes from childhood friendship to one of love and romance, albeit greatly hindered due to the fact Fitz is of royal blood and Molly is a commoner.

Regal continues his evil plottings to the point, it's very difficult to understand why the powers that be don't simply have him killed. King-in-Waiting, Verity, continues to be hidden away as he uses his "Skill" magic to protect the coastal lands from the Red Ship Raiders. This leaves him very little time to become bonded with his young queen, Kittrecken, from the Mountain Kingdom. I love Kittrecken - she's a class act all the way. She and Fitz form a close alliance which allows him to ever so slightly begin to influence Verity toward his marriage.

In this book, the magical beings referred to as the "Elderlings" come into focus and Verity ultimately leaves Buck Castle to try and locate these people of legend, hoping they will hold to their promise to come and help should they be needed. Unfortunately, Verity's absence and King Shrewd's fading away makes it possible for Regal to maneuver himself into a position of strength and power. There's much darkness toward the end of the book related to Regal's hatred toward Fitz. This was difficult for me to work through and even though I've read this book previously, I actually dreaded wending my way through it all. In this book, Fitz learns his ability to Skill is still there although greatly diminished due to what Galen and his coterie put him through in the previous book.

Robin Hobb's gift in building her stories is literally amazing. Every single page is filled with details that vastly contribute to the storyline. It's almost as though she's recording a story about real happenings. The imagination of some of these authors is a marvel.

Skillfully told but SO SAD
By LingoSlinger
Robin Hobb has done a wonderful job of making the world of Fitz seem real. The story began in the previous volume looking like it might turn into a cliche quest that begins with a young stripling and shows his progress into becoming an intimidating knight. But there are no cliches here, and this stripling is not becoming a knight -- he's becoming an assassin, with much of the secrecy and potential for remorse that that implies.
This book really set its hooks in me emotionally. Thus, I have two concerns that have made me hesitate long about whether to read the third volume. 1) Fitz' position in court is so tenuous and fraught with danger that for much of the book, he remains immobilized. Though he has the power to kill his tormentors, he dare not. I simply don't enjoy stories where the "hero" must turn passive. Your tastes may certainly vary; this is just a pet peeve of mine -- in my entertainment, I want to see someone give their all in battle, not get humiliated helplessly over and over. 2) Every good story has an "all is lost" passage before breaking into the third act/finale/climax. Ms. Hobb has made the most devastating "all is lost" I've ever read in fantasy fiction.
For me this is a fabulously entertaining series, skillfully done, original in concept... but it freakin' depressed me. So, four stars for being everything a genre book should be, and more... Leaving that fifth star open because I don't expect genre fiction to leave me bummed out!
Now that I have had a couple of weeks distance from reading the book, I've concluded that I HAVE to know how this trilogy ends. I guess I can take a little more heartbreak, since it's all imaginary. :-)

Keep the Faith: A Memoir, by Faith Evans

It's been over ten years since Big was killed. I grieved for him for a very long time. And then, as time passed, the icy wall of grief surrounding my heart began to thaw and I began to heal. I remarried, had more children, and continued to record and release more music. I continued to live my life. And while I can never discount the time I spent with Big, I've never felt the need to live in the past. But sometimes, I still find myself thinking about Big being rushed the hospital, and I break down in tears. It's not just because we hung up on each other during what would be our last telephone conversation. And it's not because I am raising our son, a young man who has never known his father. It's partly all of those things. But mainly it's because he wasn't ready to go. His debut album was called Ready to Die. But in the end, he wasn't. Big never got a chance to tell his story. It's been left to others to tell it for him. In making the decision to tell my own story, it means that I've become one of those who can give insight to who Big really was. But I can only speak on what he meant to me. Yet I also want people to understand that although he was a large part of my life, my story doesn't actually begin or end with Big's death. My journey has been complicated on many levels. And since I am always linked to Big, there are a lot of misconceptions about who I really am. I hope that in reading my words, there is inspiration to be found. Perhaps you can duplicate my success or achieve where I have failed. Maybe you can skip over the mistakes I've made. Use my life as an example-of what to do and in some cases, what not to do. It's not easy putting your life out there for the masses. But I've decided I'll tell my own story. For Big. For my children. And for myself.

This story confirms that with FAITH in God and hardwork, anything is possible!
By Alretha Thomas
I thoroughly enjoyed Fatih's journey. This was a very easy read that covered Faith's life from a small girl with stars in her eyes to a young woman, widow, and mother. I was really surprised at how forthcoming Faith wass in revealing her many sexual dalliances and abortions. She held nothing back, including the several beatdowns she dished out to the women who were having affairs with her husband,Biggie Smalls, including Lil Kim. She was definitley not a shrinking violet when it came time to whip some you know what. But admittedly, she was not able to bring the same bravado to the table when dealing with record executives, included Sean Combs. Eventually Faith is able to stand up for herself. She truly went through a great deal, some at her own hand and other incidents due to the actions of others. I admire how she joined forces with Biggie's mom after his death to settle his estate and through it all she strived to keep her family together. The book had me looking up various songs on Youtube that she had recorded, but that I wasn't familiar with. There was one song made famous by the group Rose Royce--"Love Don't Live Here Anymore" that Faith didn't want to record, but at the urging of Sean Combs, she did record it with Mary J. Blige. Subsequently, Mary asked for her vocals to be removed, because of a disagreemenw with Sean Combs. The verision I listened to on Youtube does not have Mary's voice. Overall, this was an engaging read and a nice musical trip down memory lane.

I Didn't Believe Her Story About Tupac..
By T. Brooks
The reason I took a star away is because her story about Tupac didn't add up. She claimed that she never pursued Tupac and how he was jumping in her limo and wanting to be seen with her, but I see pictures on the internet of her posing happily with Tupac.
I do believe that she had sex with him like Pac has always said and that Faith is the person that's lying.
I don't believe the full story about Lil Kim either and Mary J(why Mary J was mad at her) I think she knew why. I heard rumors that she slept with Mary's man, KC(Jodeci).
Other than that, it was a good autobiography that kept me interested.

Excellent read
By Kindle Customer
Only a few years younger than faith and biggie I remember all the buzz. I cried when Big died. To read all the details of the life they shared and what faith has overcome has been inspiring and emotional. What a strong woman. As she wrote about BIG's death and funeral, I teared. 20 years, I cant believe it and it feel like yesterday that hip hop died.

Business Architecture: A Practical Guide, by Jonathan Whelan, Graham Meaden

Organizations today exist in an environment of unprecedented change. They do so against a backdrop of a global, competitive marketplace, the fast-paced enablement of technology, amplified regulation and accelerating organizational complexity. Many organizations are addressing change in a sub-optimal way and they are operating without a clear view of where their operational risks lie. It is these dynamics that are leading organizations to recognise and embrace Business Architecture. Despite this environment, Business Architecture can be a difficult ’sell’ - it is often perceived to be abstract and lacking in tangible delivery. To succeed, Business Architecture must be pragmatic and, to be sustainable, it must focus on achieving long-term value and, at the same time, recognise the shorter-term tactical needs of the organisation. With these challenges in mind, this book provides a practical guide on how to employ Business Architecture and how to build a balanced proposition that delivers value to a broad range of stakeholders. As the book states, Business Architecture should not be practised in isolation, nor should it be thought of as a one-off process; it needs to be woven into the fabric of the organization. And so the authors illustrate the opportunities for weaving the Business Architecture Practice into this fabric through the various stakeholders and life cycles that exist, both formally and informally, within an organization. Whilst recognizing best practice, this book explores a new, inspirational level of Business Architecture whilst acknowledging that the best way to realize the vision is one step at a time.

' It is the best work to date describing business architecture.' Jeff Scott, former Forrester Analyst. 'I love this book. I have read it two times and I am looking forward to reading it again!!...I hope every Business Architect reads this book...Clearly, the time has come for Business Architecture: A Practical Guide. Thank you Graham and Jonathan.' From the Foreword by John A. Zachman 'Business Architecture is very challenging to do and even harder to describe, being inherently multi-dimensional in nature. The authors of this book have done well to distil their considerable experience into a handbook that provides valuable advice to help organisations develop their capability in managing business change.' Sally Bean, Enterprise Architecture Consultant 'This is a significant contribution to the field of Business Architecture. Essential reading for all practising Enterprise Architects!' Stuart Macgregor, CEO, Real IRM International, South Africa 'This is a superb piece of writing for any current or aspiring Business Architect. However, it is also essential reading for anyone involved in designing and implementing business strategy and executing change. Clear and concise written book
By Paul de Groot
It did give me some additional insight about how the models hang together and the explanation about capability was spot on. The book gives you help but you need to have considerable understanding of the subject matter. I would not recommend to absolute beginners but recommend it for people with some basic or advanced understanding,

Excellent overview of BA for established professionals and executives
By Amazon Customer
This is one of my best go-to book for the year 2013-14, specially the lucid and clear style of writing, the presentation of the subjects, and scope of this fast developing area. As an IT professional with a background in business administration, I always felt the existence of big gap and friction between the business and technology strategies in enterprises (big and small). With the relatively recent formalization of the knowledge areas of Enterprise Architecture and now Business architecture, that parallel and quite distinct lifelines of business and technology have finally started to merge. And this book goes a long way in formulating the co-existence, and harmony of the two distinct areas, starting with design thinking for business.

I have already read it a couple of times, though each time I read it, there are new insights that I discover. I highly recommend this book to anyone interested in Technology strategy, Enterprise architecture, and of course everyone in the Business architecture field. Hope every CIO has a copy of this excellent book, even though there are lots of areas that still need to be explored, but as the authors mention, we are still in Business Architecture 1.0 level.
